## Formats

One row per format label carrying data. `source` separates the circuits: `tournaments` is the
Limitless online circuit, `victoryroad` the grassroots VR events, `official` the Play! Pokemon
and licensed events.

## Scope keys

A board is addressed by a scope key: one format, or several joined with `~`. Pooling is by
question, not by sample size. A regulation is a different game, so regulations are never
pooled with each other by default; sources measuring the same regulation are.
